Waste Management Services for Department of Energy Oak Ridge TSCA Incinerator
Strata-G plays a key role in the Waste Management and Transportation operations of the Department of Energy Oak Ridge Toxic Substances Control Act Incinerator (TSCAI), including filling the permit-required position of "Blend Master." Services provided include: planning of waste burn campaigns; review and approval of waste "burnsheet" packages; performing waste blending and uranium-235 downblend calculations; review of sampling and analysis plans for Waste Acceptance Criteria conformance; advising generators on characterization and waste acceptance issues; and preparing documentation for received wastes. Other responsibilities include the coordination of solids repackaging activities; preparation of sampling and analysis plans, waste profiles, and shipping papers for residuals disposal; and review of all transportation-related activities.

Waste Generator Services Supervisor at Oak Ridge National Laboratory Liquid Waste Operations and Surveillance and Maintenance Project
Strata-G is currently providing Waste Generator Services to the Oak Ridge National Lab Liquid Waste Operations and Surveillance and Maintenance Project. Strata-G provides support for characterization, profiling, certification, tracking, and shipment to disposal of all Project waste streams, including liquid and solid waste; procurement and approval of waste containers; assuring compliance with all Federal and State environmental regulations; managing generator storage areas, including RCRA satellite and 90-day accumulation areas; providing environmental support for RCRA, TSCA, NEPA, NHPA, NPDES, NESHAPS, CAA, and EPCRA compliance activities; managing transportation activities for shipment of hazardous low level radioactive waste to selected treatment and disposal facilities (to date, over 2,300,000 pounds of solid low level waste have been shipped offsite for disposal, and all shipments met Department of Transportation and disposal facility requirements); ensuring tanker inspections are conducted; coordinating recycling and pollution prevention activities, with over $1.8M cost avoidance and savings achieved to date; and providing cost, schedule, and scope input to contractor cost proposals for non-base work. Strata-G also supported mobilization of the client’s Liquids and Landfill Projects, valued at >$20M annually, by preparing the Environmental Compliance Plan, Waste Management Plan, Transportation Plan, and associated implementing procedures.

Waste Management Support to the East Tennessee Technology Park Accelerated Closure Project
Strata-G personnel serve as on-staff Waste Management Engineers on the Accelerated Closure Project at the East Tennessee Technology Park (former K-25 Gaseous Diffusion Plant) at the Department of Energy’s Oak Ridge Reservation (ORR) in Tennessee. Strata-G personnel are responsible for characterizing wastes, profiling waste for treatment and/or disposal, obtaining permits and approvals, and providing general strategic and tactical waste management consultation. Serving in this capacity, Strata-G distinguished itself by initiating and obtaining approval, through our client’s Legal Department, for the off-site recycling of scrap metal from the CERCLA site. They also initiated an effort to curtail wastes going to the ORR sanitary landfill by using them to fill areas on the site. The effort resulted in a reduction (pollution prevention) credit of approximately 2,500 cubic yards of waste and created a positive cash flow for the recycled materials. Strata-G personnel have also been integral in segregation strategy to minimize amount of waste that would require expensive off-site disposal capacity. Strata-G also provided Q-Level security personnel for the characterization and approval for disposal of thousands of cubic yards of demolition debris from secured areas at the site.
