Environmental Compliance

 

Air

Strata-G personnel are experienced in providing Clean Air Act (CAA) compliance support to commercial and government facilities subject to State and Federal Title V air permitting requirements and National Emission Standards for Hazardous Air Pollutant (NESHAP) Maximum Achievable Control Technology (MACT) standards. Strata-G personnel deliver in-depth understanding of these complex regulations and practical knowledge and experience in interfacing with facility operations and regulatory agencies to establish fully compliant programs.

  • Negotiate and prepare Title V Operating Permit conditions with State and US EPA agencies
  • Develop compliance plans, notifications, and automated reports
  • Prepare and implement record keeping systems
  • Support Hazardous Waste Combustor (HWC) MACT compliance
  • Develop Comprehensive Performance Test plans and Alternative Monitoring Applications

Past Project Highlights

 
  • At a large Gulf Coast chemical complex, Strata-G supported development and implementation of a comprehensive compliance program for hazardous-waste-burning boilers and furnaces.
  • Oversight was provided for key compliance decisions and specifications were developed that defined computer control and data management functional upgrades needed for HWC compliance.
  • Strata-G supported a client in the successful permitting of a non-incineration thermal destruction pyrolysis unit for treatment of organic low level radioactive waste.
  • For a DOE contractor, Strata-G supported a design team to qualify a new process off-gas stack system to meet the ANSI/HPS 13.1-1999 sampling and monitoring criteria for airborne radionuclides.
 

Water

Strata-G professionals ensure compliance with Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) regulations as well as the National Pollutant Discharge Elimination System (NPDES) permit program to protect both water resources and water quality.

  • Development and renewal of National Pollutant Discharge Elimination System (NPDES) permits
  • Perform NPDES discharge monitoring reporting
  • Develop Spill Prevention Control and Countermeasures (SPCC) Plans
  • Engineering support for the repair and maintenance of water and wastewater systems
  • Provide technical expertise for facility water usage audits and water conservation
  • Conduct potable water surveys and coordinate with vendors for conservation efforts
  • Review plans for water main installation and regulatory approval
  • Perform cross-connection inspections
 

Past Project Highlights

 
  • Variance requests were reviewed for wastewater that does not meet acceptance criteria for any of ORNL’s treatment facilities.  This complied with NPDES discharge permits at ORNL.
  • Strata-G helped support SDWA compliance at ORNL through development of sampling procedures, inspection methods for the prevention of cross-connections, and disinfection of mainlines and reservoirs.
  • Numerous cross-connection inspections were performed to ensure their absence from the ORNL potable water system, and educated facility managers on how they may be prevented.
  • Strata-G associates helped support the Vulnerability Assessment and resulting Emergency Plan for managing a potable water/fire water shortage crisis at ORNL.
 

Land

Strata-G personnel provide compliance support for multi-media and multi-agency State and Federal regulatory requirements, such as RCRA, TSCA, NEPA, NHPA, and EPCRA.

Past Project Highlights

 
  • As Environmental Compliance Representatives at ORNL, Strata-G coordinated efforts to develop and maintain compliance by communicating requirements and strategies to staff across the site.
  • Strata-G provided regulatory corrective action for a manufacturer who was the recipient of multiple Notices of Violation (NOVs) for noncompliance with RCRA hazardous waste regulations.
  • To identify causal factors leading to NOVs, Strata-G evaluated manufacturer’s waste management and recordkeeping practices, including Satellite Accumulation Areas and 90-day waste storage areas.
  • Currently, Strata-G supports CERCLA Feasibility Studies for a Portsmouth Gaseous Diffusion Plant D&D project by evaluating data and developing remedial alternatives and regulatory documentation.
